# HQA Visa IFICI Tax: Who Actually Qualifies

HQA visa IFICI tax benefits are often promised in marketing, but the permit does not give them to you. IFICI, sometimes called "NHR 2.0", taxes eligible Portuguese work income at 20% for 10 years and exempts most foreign income. You qualify only if your role and your employer fit one of the eligible categories, and you must register on time.

## Key facts

1. **20% for 10 years.** Eligible Portuguese employment and self-employment income is taxed at a flat 20%.
2. **Most foreign income exempt.** With some exceptions, such as income from listed tax havens.
3. **Not automatic.** The HQA permit is not a qualifying category by itself.
4. **Deadline: 15 January.** Register by 15 January of the year after you become tax resident.

## Who can qualify

You must not have been tax resident in Portugal in any of the previous 5 years, and you must never have benefited from NHR, Regressar or IFICI before. Your work must also fit one of the eligible categories, which include:

| Category | Who certifies it |
| --- | --- |
| Work for a certified startup | Startup Portugal |
| Certified research and development staff | ANI, Portugal's innovation agency |
| Highly qualified roles in companies that meet investment or export conditions | Tax authority rules |
| Roles in companies recognised by AICEP or IAPMEI | AICEP or IAPMEI |
| Teaching and scientific research in higher education | Institution and tax authority rules |

For the highly qualified professions category in Portaria 352/2024/1, the role generally requires a doctorate, or a degree plus at least 3 years of professional experience. Other categories have their own education rules. Each category has its own conditions. Check yours with a Portuguese tax adviser.

## How this works with an HQA package

An [HQA investment package](https://portugalhqacitizenship.com/portugal-hqa-visa-investment) can put you in a position to qualify, for example through a role in a certified startup or certified research work. Whether it does depends on:

- whether the company holds the right certification
- what your role is and how you are paid
- whether you meet the education and experience rules

Ask your provider in writing which IFICI category they expect you to use, and have a tax adviser confirm it before you move.

### What we don't know yet

How many HQA package holders have actually obtained IFICI. We have found no public data.

## Old NHR is closed

The old non-habitual resident regime (NHR) closed to new applicants from 1 January 2024. People already registered keep it for their remaining years. IFICI is narrower and tied to specific roles.
